The mission of the Contra Costa Council is to provide advocacy on public policy issues affecting the economic vitality and quality of life in Contra Costa County. The Council's primary functions are:

- Leadership for countywide economic prosperity.
- Education and networking opportunities for all Council members.
Through its task forces, the Council develops and supports policy positions to further its mission and sponsors educational forums for its members and the community.
